Do I need the full PC Game to use the mod tools?

A: Yes.

Why am I missing raw assets like vehicle files needed to make a FastFile?

A: You need to run Converter to ensure all files are from GDT are generated properly.

Textures and brushes look messed up in Radiant, I have Shader Model 2.0.

A: You will need a Shader Model 3.0 manufactured card.

Converter: "ERROR: dll version number does not match converter version."

A: You will get that error at the very end of running Converter; it is normal.

Launcher: "The application failed to initialize properly."

A: You will need to install .Net Framework.

A: Yes.

I don't have a Documents and Settings folder, where did Launcher put my map/mod at?

A: Vista does not use Docs & Settings, there is a hidden folder in C:\Users\YourName called AppData, inside it go to Local\Activision\CoDWaW.

Why does Radiant crash when saving a map?

A: You need to run Radiant as Administrator.

A: No, only for the PC.
